The Service
A discharged unit is an empty one.
Refilling — or recharging — restores an extinguisher's extinguishing agent so the unit is ready for use again. It is required after any discharge and whenever servicing identifies that the charge is no longer serviceable.

Powder, gas and other agents are recharged through different processes, by competent service personnel with the appropriate equipment. That is why refilling is a workshop service, not a procedure for facility staff to attempt on site.

After any discharge — even partial — and when inspection or servicing identifies that the unit's charge is no longer serviceable.
Is every extinguisher refillable?
No. Whether a unit can be recharged depends on its type, condition and serviceability, which is why every refilling service starts with an assessment. Units that are not serviceable are identified for replacement instead.
Is refilling the same as servicing?
No. Servicing is inspection and upkeep of the unit; refilling recharges the extinguishing agent. The two work together — servicing often identifies the need for refilling.
